疑问,仪器问题吗?

做的输入AC120V/60Hz,带一只T8-36W灯管,APFC,母线设置为280V,输入电源用的杭州远方的TPS-500B,测试仪器用HB-4A.
但是在高压时出现了下图所示情况,不解???
