我翻译下,我自己也觉得不通:)

在设备(或仪器之类)的正常寿命里,指示灯每2小时会循环闪烁一次

意思是:
额定寿命里每2小时该灯会循环一次(这实验等)

In general, one cycle mean being operated one period under condition of normal operation, and the term,normal operation, mentioned above mean operating according to instructions in instruction manual,

For example,if the rated life is 100 hours,the lamp should be cycled 50 times.
This is just my opinion.
